Only doctors, approved by the Minister of Transport, Public Works and Water management may issue the Dutch seafarers’ medical certificate.

Seafarer medical certificates issued by an EU-member state or by Norway, Iceland, Liechtenstein and Switzerland may be submitted at the application for a Dutch endorsement as well or when embarking a ship registered in the Netherlands.

What should one do when signing on in a country which has no medical examiner approved by the Netherlands?

If no other option is available, then seafarers in countries outside the EU that have no medical examiner approved by the Netherlands may submit to a medical examination 'in keeping with local practice'. This implies that an examination carried out in accordance with the standards applied by the maritime authorities in the country in question is sufficient to commence the voyage. However, at the earliest opportunity - that is to say: as soon as one arrives in a country that does have a medical examiner approved by the Netherlands - one is obliged to submit to a new examination in accordance with Dutch standards, as the previous examination certificate is no longer valid.

Temporary procedure HAL-personnel
Due to implementation of MLC 2006, additional doctors have been appointed by NSI to examine HAL-personnel without safety and/or security duties. The HAL medical examination are considered equivalent to the MLC 2006 medical requirements for seafarers without safety and / or security duties. This temporary procedure will be enforced starting April 1st 2013 and will end August 20th 2013.
