International shipment of waste
Companies that import or export waste to, from or through the Netherlands can turn to the Human Environment and Transport Inspectorate , EVOA Waste Management Department.
The Waste Management Department implements EEC Regulation 1013/2006 on shipments of waste within, into and out of the European Union. You must comply with the Waste Shipments Regulation if you wish to import waste from, export waste to or transport waste through a European Union member state. The Regulation sets out the procedures for cross-border shipments of waste. One of the possible procedures is that a permit is required. The type of permit depends on the nature of the waste that you wish to transport across the border, the method of waste processing and the country of destination. To acquire this permit you can send a notification of the proposed waste shipments to the Waste Management Department.
For a detailed instruction how to submit a notification, please click below for a guideline.
To submit a notification for export of waste from the Netherlands, you need official documents (a notification document and a movement document). It is not allowed to use copies. The NL-documents are available in Dutch, German and English language. You can either order them by fax at:
3125 AD Schiedam
Fax 010 - 415 25 35
At Drukkerij Romer, you can order the documents with reference 'formulier 940'. There are no charges.
It is also possible to use the 'digital notification advisor' (DNA). The DNA provides a digital application to fill in the documents digitally. A set of unique numbers for the notifications will be provided with the DNA.
If you want to use the DNA, or you need more information, please send an e-mail to firstname.lastname@example.org.
Tabs to use
In order to help you compiling a notification dossier, we also made available a set of tabs. Using this set in a dossier may speed up the handling of the notification by the different authorities.
Submitting a notification
Notifications of international waste shipments, including annexes, can be sent to:
P.O. Box 16191
2500 BD The Hague
If you use the DNA, you can send the annexes of the notification by e-mail to DNAemail@example.com
The signed original documents shall be send by post.
All movement documents, i.e. shipment announcements, confirmations of receipt end treatment, and cancellations have to be faxed to fax number +31 (0)88 602 9051.
For Dutch notifiers it is possible to use the Web Portal TFS, a webbased electronic device for which a personal login and password are required. Non-Dutch notifiers cannot use this device yet.
In the section Beschikkingen online (Decisions online) you will find the decisions that have been taken on applications for waste shipments.
